摘　　要：新生代农民工群体的崛起对社会管理提出了新的要求,今年的中央一号文件已正式将对其的保护纳入制度设计范畴。区域行政立法是近年来行政法学的新课题,对保护包括新生代农民工在内的生产要素的自由流动具有重要意义。针对新生代农民工这一群体具有的区别于传统农民工的新特点,区域行政立法的相关理论需要加以扩展完善,相关区域行政立法制度也要根据这些新特点作出相应的设计。The new generation of migrant workers’spring-up have proposed new request to society administration,the No.1 Document of 2010 jointly issued by the CPC Central Committee also have brought them into system protecting.Regional administrative legislation,which is a new issue of administrative law research,plays an important role in protecting factor of production including migrant workers.So the theory and system-design of Regional administrative law have to update to meet the new features of new generation of migrant workers.
