省直管县改革的有限性与有效性——基于对H省174位财政局长的调查

摘　　要：省直管县改革是一项缓解县乡财政困难的具有较高期望值的政策,然而,实施十年来,其进展并未得到完全的认可。本文根据对H省174位财政局长的调查,从有限性和有效性的角度,分析了省直管县改革受到的限制因素以及实施效果。研究发现,省直管县改革虽然受到了省政府的工作方式和能力、地级市区域增长极功能的发挥、地级市的利益考量、县(市)的经济掣肘与职能定位等因素的影响,但改革使得省级政府对县(市)的支持增加、县(市)政府发展县域经济的积极性增强,对地级市也有较为显著的影响。为了获取更大改革效益,更进一步深化改革,应当改变现有的政府机构对口设置模式,加大对省直管县(市)的财政支持力度,构建推动县(市)经济发展的产业,加强县(市)智力支撑。Province administrating county reform is a policy with high expectation to solve county’s financial difficulties. It has been put into effect for ten years,however,its progress is not of satisfactory. This paper analyses the limiting factors and effects of implementation from the view of the limits and effectiveness based on the survey about the 174 financial secretaries in H province. This study finds that although province administrating county reform is limited by the work way and the ability of province government,the exertion of the prefecture- level city’s regional growth pole function,the interest considerations of prefecture- level city,and the limit of the county’s economic and functional orientation,the reform has lead to greater province’s support,and brought out the enthusiasm of county developing its economy enhance and also showed significant influence on prefecture- level city. To achieve more beneficial results of the reform and the deeper reform,governance should change the current government institutions,enlarge financial support to the county administrated by the province,construct industry promoting the development of the county’s economy and enhance intelligence support of the county.
