摘　　要：通过对我国目前数字图书馆采用现行版权授权制造成的困境及公共出借权的含义和历史背景的分析 ,本文认为应当建立公共出借权制度 ,并提出具体的建议和措施。The article analyses the concept of the public lending right and its historical background,then points out the digital library embarrassing situation which arises from the application of current copyright vesting regulations.the author,thereafter,puts forwards some specific proposals and measures to tackle the problems.
