摘　　要：十六大提出“保护一切合法非劳动收入”,这是一个新提法。“保护一切合法非劳动收入”在社会主义初级阶段的市场经济中具有重大意义,其存在极具必要性和合理性。首先,“合法非劳动”与“合法劳动”一道是创造具有使用价值和价值的财富的共同源泉;其次,凭借“合法非劳动”获得收入,是社会主义初级阶段基本经济制度的必然要求;再次,保护“合法的非劳动收入”与社会主义市场经济和公有制的多种实现形式是相适应的。Protecting all kinds of legal non-labor incomes, raised by the 16th National Congress, is a new conception that takes great role in the economic market of the primary socialism. Legal non-labor and legal labor are the identical origin of creating the social property. Income by Legal non-labor meets the essential demand for the basic economic system in the primary socialism. Discussion is made on the necessity and rationality by protecting all kinds of legal non-labor incomes.
