摘　　要：本文采用博弈论的思想和方法,研究了私营财团在BOT模式下建造并经营收费道路的收益和社会效益问题。本文讨论了在BOT模式下政府如何控制收费道路的建设和经营,使得收费道路即为私营财团带来收益,又可以创造社会效益,从而得到了一些重要的结论,为政府进行交通BOT项目的管理提供了重要的理论工具。On the basis of the game theory and method,this paper deals with the welfare and profit of a toll road that is built and operated by private companies under a BOT scheme.The paper discusses how the government controls the building and operating of the toll road so that the toll road can not only bring the profit to the private companies but also create welfare for society.Some inportant conclusions are reached,which provide important theories for the government to manage the traffic BOT project.
