摘　　要：政府管理创新是当今全球化时代的一个世界性课题。对我国各级地方政府来说 ,要在全球化进程中有效发挥作用 ,不断提升管理能力和行政绩效 ,增强地区发展竞争力 ,就应当因应行政生态环境的变化 ,正视全球化对我国地方政府管理带来的严峻挑战 ,认真剖析当前地方政府管理面临的种种问题 ,积极推进地方政府管理的适应性创新 ,以期建立起一个与国际接轨、既适应世贸组织规则又符合社会主义市场经济体制需要的现代新型地方政府 ,实现对社会公共事务的合理、有效。Governments' management innovation is a worldwide problem in the times of globalization. For the local governments at different level in china, to play the active role in the course of globalization, to raise constantly the administrative ability and efficiency, to strengthen the competitive power in the regional development, should suit the change of administrative ecology environment, face up to globalization's stern challenge in local government's management, analyze the problems of governmental management conscientiously, advance the adaptability innovation in local governments'management, so that build a new modern governments, The new governments must suit the international order and the WTO'S regulation and accord with the demands of socialist market economy, to achieve a rational, effective, standard management in the public affairs of society.
