摘　　要：宪政程序是宪政主体在创制宪法、实施宪法和维护宪法的政治实践过程中,按照法律规定的程式、步骤、方法实施法律行为而形成的权利义务关系的总和。宪政程序具有实践性、稳定性和自治性特征,同时,宪政程序具有工具性价值、目的性价值。Constitutionalist procedure means the sum total of rights and duties formed in the course of political practice of creating, implementing and defending the constitution, where the constitutionalist subject perform legal actions according tothe pattern, moves and methods stipulated by the law. It is of attributes of practice, stability and autonomy, and at the same time, is of value of tool and purpose, and the latter is of independence.
