摘　　要：　解决农村经济发展落后问题,是全面建设小康社会的重中之重。"统筹城乡经济社会发展"是解决这一问题的新思路。实行城乡一体化政策是"统筹城乡经济社会发展"的重要举措。本文就如何实行城乡一体化政策,从劳动力市场、户籍、税制、金融政策、教育、政府工作指导思想等六个方面进行了论述。The whole consideration of the economic and social development of city and countryside which is the thinking to solve the behind development of countryside economy has the important measure to execute the unity policy to city and countryside which is explained in this paper on how to execute it from the labour market,registated permanent residence,tax system,financial policy,education and the guiding thought of the government work
