摘　　要：“9·1 1”事件已经过去近二年了 ,但它对国际政治、经济、法律等领域带来的冲击却是全方位的 ,影响是深刻的。“9·1 1”事件在国际法上的性质、针对恐怖主义行使“自卫权”的问题、“非国家行动者”的行为与国家责任的问题和对恐怖分子的刑事责任的追究问题等都需要认真地研究。Though it has been nearly two years since the'9·11'event,the blow it brought to the field of international politics,economy,and law is all sided and the influence thereof is profound.The nature of the'9·11'event in international law,the issue of exercising 'the right of self protection' against terrorism,the act of non state behaviors,the state's responsibility,and the issue of investigating terrorists' criminal responsibility all need to be closely studied.
