摘　　要：现代社会保障制度的真正归宿是实现社会公平。我国应当坚持以民生为本,突出公平,广泛调动一切积极因素建立一个适应社会主义市场经济发展的多元化社会保障体系。The main purpose of modern social security system is to achieve equity. In order to meet the requirements of the development of socialist market economy, our country should set up a diversified social security system, which bases on peoples livelihood, shows equity and also can mobilize all the active factors.
