摘　　要：党的十六大提出了全面建设小康社会的奋斗目标,这对我国高等教育事业的发展提出了新的要求。我们必须充分认识高等教育在全面建设小康社会中的地位与作用;充分认识到落实教育优先发展战略地位是增强综合国力、应对国际竞争、全面实现现代化建设奋斗目标的一条必由之路;必须深化教育改革,优化教育结构,更新教育观念,推动高等教育的创新和可持续发展,使高等教育更好地为我国现代化建设事业服务。The 16th National Congress of the Communist Party of China puts forward the struggling objectives of building a well - off society in an all - round way, which sets up new requirement for the development of our higher education. We should be fully conscious of the position and role of higher education in building a well - off society in an all -round way. We should also be fully aware that the implement of having education priority is the only way to increase our general national strength, to compete internationally, to realize the struggling objectives of modernization in an all -round way. We should deepen educational reform, reasonably alter educational construct, renew educational ideology, propel higher education creativity and sustainable development so that higher education could do better service to the construction of our modernization.
