摘  要:退牧还草是一项长期而又复杂的系统工程 ,需要统筹考虑、科学规划、合理安排。但各地在实际操作中对究竟怎么退、如何退 ,缺乏规范和技术标准 ,这集中表现在没有明确什么样的草地需要禁牧、什么样的草地需要休牧、什么样的草地需要轮牧等问题上。禁牧、休牧和轮牧的工程标准和技术措施缺乏 ,给当前正在进行的退牧还草工作带来很多混乱和困难。因此 。Grazing withdrawal and management of grassland' is a long-term and complex system-engineering project, and needs to be considered and planned as a whole, with plans that are both scientific and reasonable How ever, in the different places there is a lack of criteria and technical standard s for the actual putting into practice of grazing withdrawal In particular, th is has manifested in different places having problems including not defining cle arly which grassland needs to have grazing prohibited, to be rested from grazing or to be rotationally grazed Lack of project standards and technical measures for grazing prohibition, resting grassland, and rotational grazing has resulted in a lot of confusion and difficulty in this currently implemented 'Grazing wit hdrawal and management of grassland' project Therefore, technical standards ar e the first problems that need to be addressed
