摘　　要：随着国力的强盛和经济的发展,日本大众体育呈现出多样化、成熟化的特征,进入体育人口的安定期和大众体育的成熟期,即大众体育发展的高级阶段,人们渴望获得更佳的体育运动效果,在质的方面提出了更高的要求。明确提出了发展"终身体育"的思想,在政策上,将重心由完善公共体育设施转移到培育综合型区域体育俱乐部上来,第一次提出了量化地发展终身体育的政策目标和措施。Mass sports are characterized by diversity and maturity in Japan with the development of its economy. The sports population is more stable and mature,which shows the higher stage of development of mass sports. Then more demands are made on the quality of sports. The thought of 'life-time sports' is clearly put forward. As to the policy,Japan shifts its emphasis from perfecting public sports facilities to cultivating comprehensive regional sports clubs. For the first time policy and meansures for quantifying the development of mass sports are put forward.
