摘　　要：2004年1月13-14日,全国建设工作会议在京召开,国务院副总理曾培炎对会议报告作了重要批示。会议的主要任务是,以邓小平理论和“三个代表”重要思想为指导,认真贯彻落实党的十六大、十六届三中全会和中央经济工作会议精神,总结2003年工作,部署2004年工作。建设部部长汪光焘出席会议并作了《开拓进取,推动建设事业持续健康发展》的主题报告,本刊现摘发报告的主要内容。The National ConstructionWorking Conference was held inBeijing from Jan 13th to 14th.Mr. Wang Guangtao, the Minister ofthe Construction pointed out generalrequirements for construction work in2004. Guided by Deng Xiaoping theoryand carrying out the important 'ThreeRepresents' thoughts, we should enforcebasic policies of the 16th NationalCongress of Communist party of Chinaand other important meetings. Sincedevelopment should be comprehensive,harmonic and sustainable, we shouldmake improvements in compiling urbanand rural planning, implement supervisionand administration,consider planning as aroad map ofdevelopment of citiesand towns, make large,intermediate and smallcities and small townsdevelop in a harmonic sense; speed up the marketization process of municipaland public utilities, improve housing environment; continue regulatingconstruction market and housing and land market, enhance supervision ofquality of projects, make best use of function of construction industry andhousing and land industry to drive national economy; correctly deal withrelationship between reform, development and stability, pay attention tosolving problems closely related with citizens, protect stability of thesociety; transform functions of the government, thus achieve rapid andhealthy development of construction industry.
