摘　　要：德法兼治是人类社会高度发展的需要,是历史发展的必然,是人类历史经验的深刻总结,是人类社会发展的客观要求。天津的商业在德法兼治上取得了一些成绩,但仍存在不容忽视的问题。因此,健全社会主义市场经济体制和与之相适应的法治建设,完善商业行业道德体系,是促进天津商业发展的迫切需要。Improvement on both morality and legal system is not only the requirements of social development but also a penetrating summariy and an inevitable trend of history. Although there are many achievements on improving morality and legal system, serious problems still exist. Therefore, it is an urgent need for pushing commercial development in Tianjin to strengthen legal system based on socialist market economy and perfect moral system in commercial circles.
