摘　　要：以网络技术为平台，借鉴电子商务的理念，提出了发展“电子军务”的设想。并介绍了电子军务的引入、内涵、特点及其以军品、技术交易中心为内核的，包括军费调拨论证中心、兵器研制院所、工厂和军费调拨银行的流通体系。最后分析了发展电子军务的重要意义和基于军网的电子军务发展展望。Based on the platform of network technology, The assumption of 'E-Military' (EM) is brought forward, refer to the ideas of E-Business. EM's import, characteristics and circulation architecture including the authentication center of military expenditure-cannibalizing, weapons research institutes and the banks for military expenditure-cannibalizing are introduced in accordance with the condition of military equipment and techniques bargain center. The importance and the prospect of developing EM based on military network is analyzed in the end.
