摘　　要：通过对全国各省(市、自治区)探矿权采矿权市场建设的调研,总结了我国"两权"市场建设方面取得的主要进展,包括优化资源配置、不断完善制度规范出让行为、促进投资主体多元化、不断改善投资环境以及编制实施矿产资源规划、合理安排利用资源、转变管理职能做好服务工作、转变观念保护和充分利用资源等,分析了目前存在的主要问题,提出了进一步完善规章制度等一系列有针对性的建议。Through the investigation into the market construction of prospecting and mining rights all over the country, the author summarizes main developments in the field of construction of prospecting and mining rights such as optimization of resources collocation, standardization of transfer behavior, acceleration of diversity of investing subject, improvement of the environment for investment, feasible and satisfactory execution in mineral resources plan, transformation of administrative function into serve, effective utilization of the mineral resources. Also, main existing problems are analyzed, and a series of pertinent advices are given for continuous reform by laws.
