摘　　要：本文系统地论述了淡水资源的重要性、中国水资源可持续利用的严峻形势、国际水法和外国水法可资借鉴的一些特点、中国必须坚持“以法治水”的理念等问题,并对中国应怎样贯彻“以法治水”理念的问题提出了明确、具体的看法和建议。This paper first discusses systematically some problems such as the importance of the fresh water resources, the world water re-sources crisis aggravated, the severe situation of sustainable utilization of Chinese water resources, some characteristics that international water kws and foreign water laws can be drawn lessons from, China must insist on the theory of harnessing the river with the law, and then it proposes some clear and concrete suggeations on China how to carry out the theory of harnessing the river with law.
