摘　　要：以“非典”疫情为参照,从3个方面分析了中国政府在处理突发性公共危机中的制度性缺失及对国家安全造成的影响,提出了应对突发性公共危机事件的具体措施。With reference to what has happened during SARS crisis, from three aspects, the author of this paper analyzes the lack of system and its affects on state security during the period when Chinese Government was handling the sudden public crisis, and puts forward concrete suggestions on how to deal with sudden public crises.
