新疆区域工业发展水平与结构初步研究

摘　　要：经过建国后 5 0余年的建设和发展 ,工业已经成为新疆国民经济发展中的主导力量。近 10年来 ,新疆工业的整体水平提高很快 ,但与同时期全国工业的发展水平相比较 ,却仍然有一定差距。分析表明 ,这种差距还在进一步扩大。本文拟从新疆工业的发展现状出发 ,运用工业化发展阶段评判、区域差异和产业结构分析等理论和方法 ,分别从时空和结构的维度 ,对新疆的工业化发展水平和空间结构进行全面分析。在阐明新疆工业所处的发展阶段、内部区域差异及其结构特点的基础上 ,试图揭示新疆工业在发展过程中所存在的问题和制约因素 ,并据此从不同层面 ,指出新疆工业的发展方向及其应对措施。During near 10 years, the whole development level of the industry in Xinjiang has increased quickly. However there has been an extending trend of further gap about the industry development level between this region and the whole nation. In this research, with using the related domestic and international theories and basing on various points of view, it has been generally analysized of the industrialization level, regional difference and the spatial construction of the industry in Xinjiang, beginning from the present condition of it, while ending with the future direction of its development.It has been found that: (1) it is not strictly followed the general development mode for Xinjiang's industrialization, but is going under the orchestration of the total development of Chinese industry. Then the industry of Xinjiang has to develop with both overtaking and lagging. So it need make the best of regional plentiful agriculture resource to bring into play the predominance of the light industry that use farming product , while the weight industry developing quickly. (2) It is great of the regional difference for Xinjiang's industry development.The factors that effect the level of Xinjiang's industrialization is the locality and resource. In poverty area, it need strengthen the light industry of farm produce machining to accumulate power for regional industry development, while confirming the first industry. (3) According the analysis for the industry structure of Xinjiang, the department with upper specialization is industry of petroleum, electric power, coal and building material. They are all elementary industry with low affixation value. It is necessary to adjust the manufacture structure, buildup the ability of fine and deep process, advance the manufacture affixation value and competition power for finally building a high grade, efficiency and extroversion industry system.
