霍山中荷扶贫项目农村合作医疗试点的中期评价

摘　　要：目的:了解霍山中荷扶贫项目合作医疗实施的情况及其效果。方法:随机抽取603户农民,利用调查表入户调查。结果:两试点乡镇农民合作医疗入保率为65.1%,其中诸佛庵镇为85.3%,落儿岭镇为43.8%,两乡镇入保率差别有统计学意义。农民家庭经济状况对是否参加合作医疗没有影响。在乡镇卫生院,参加合作医疗者次均住院费用为935.29元,是未参加合作医疗者的2.5倍。参加合作医疗者年住院率高于未参加合作医疗者。54.8%的农户愿意参加下一年的合作医疗。结论:要加强两试点乡镇合作医疗的基金管理,调整农民合作医疗入保金,积极引导农民参加下一年的合作医疗。Objective This evaluation was to investigate the operational status of CMS,the problems and factors over the implementation period,the situations that farmers benefit from it and the sustainability of CMS,and to provide the ideas and recommendations to implement and expand its CMS throughout Huoshan county. Method A sample of 603 households was selected randomly to conduct questionnaire survey. Results Investigation showed that the CMS covered 65.1%of the farmers,and 85.3%of the households in Zhufuan,43.8%in Luoerling. The difference of the coverage was statistically significant. CMS members and non-members had no difference in economic level. The average hospitalization cost of CMS members was 935.29 yuan,which was as about 2.5 times as the non-members in THC. The yearly hospitalization rate of the CMS members was higher than that of non-members. 54.8%of households would participate CMS the next year. Conclusions The CMS premium raised from farmers was no more than 1%of the net income per capital. Efforts to strengthen CMS management should focus on fund management and reimbursement.
