摘　　要：决策是领导的主要职能之一。要实现决策科学化、民主化和规范化,就必须重点把握以下几点:坚持以信息为基础,坚持向专家咨询,坚持社会听证,重大决策提前公示,坚持科学论证,坚持民主参与,慎重拍板与快速执行,完善决策监督机制和责任追究机制。Decision-making is one of leaders' basic duties. To accomplish the scientization, democratization and normalization of decision must focus on the following:judgment based on sufficient information; consulting experts; social hearing of witnesses; showing the public; logical argumentation; democratized participation; prudent decision and rapid implementation; improving the mechanism of decision supervision and responsibility ascertain.
