摘　　要：人才资源是人力资源的核心和重要组成部分。新的世纪,人才资源竞争已成为全球竞争的焦点,而且愈加激烈,因此,必须树立人才资源是第一资源的思想,重视人才资源战略,提高人才资源价值,发挥人才资源在促进经济社会发展中的重要作用。Talent resource is the key and important composition part of human resource. In new century, talent resource competition has become the focus of global competition , and is more intense, therefore it is the thought of first resource to must set up talent resource, pay attention to talent resource strategy , raise talent resource value, develop talent resource in the important role that promotes economic society to develop.
