摘　　要：控制犯罪是全社会共同的责任,公安机关是控制犯罪的主要力量。审视当前犯罪的社会控制情况,公安机关控制犯罪职能作用还未充分发挥出来。由于在警务理念、管理体制等方面存在的弊端,公安机关职能作用难以得到充分发挥。因此,加强公安机关对犯罪的职能控制,改革现存警务制度是新形势下抑制和减少犯罪的必由之路。It's the common responsibility of the whole society to control crimes, and the police organ is the main force. Eying on the present situation of controlling social crimes, the police, function has not been fully brought to play. Owing to some malpractice existed in policing concept, managing system, its hard to exert the police organs function. So the unique way to restrain and decrease the crimes under the new situation is to reform the existing police system.
