摘　　要：系统介绍了陕西省关中灌区农民参与式管理的体制改革及其监测评价网络体系的组成与运作程序,全面总结了监测评价工作3年来的主要成效,提出了改进今后监测评价工作的几点建议。建立参与式管理的体制改革监测评价网络体系,对促进与指导整个关中九大灌区的体改工作发挥了积极的作用,而且其有关建立监测评价网络体系的经验与做法,对我国各灌区今后开展此项工作均有一定的指导意义与参考价值。The components and operating procedures of a monitoring & evaluation (M&E) networks for management system reform (MSR) in Guanzhong Irrigation District (GID) of Shanxi Province have been systematically introduced. The major impacts and effects of carrying out the M&E networks in three years have been rather completely summarized. Some suggestions and improving ideas for the M&E works in later have been put forward. The M&E network has played an active function in promoting and guiding the MSR of whole nine IDs in GID. Also the experiences and methods for setting up the M&E networks will have a certainty of guiding significance and reference value for other IDs in our country.
