摘　　要：探讨了船舶安全威胁、船舶保安威胁的种类,以及船舶安全与船舶保安的关系。船舶安全管理经验对实施船舶保安具有积极的作用;船舶保安措施的落实,对提高船舶安全管理水平具有深远的影响。This paper discusses the categories of ship safety threat and ship security threat as well as the relationship between ship safety and ship security. The experience in ship safety management plays an active role in the enforcement of ship security. The accomplishment of ship security measures has a far-reaching influence on the enhancement of ship safety management level.
