摘　　要：本文以重庆市开县构建渝东北区域性中心城市发展战略规划研究为例,就区域性中心城市发展战略规划制定的主要问题,包括指导思想与基本思路、背景分析、基本原则与对策措施、功能定位和发展目标及规划内容等进行了讨论。Taking Kaixian,which is constructing northeastern Chongqing territorial central city for example, this paper discusses the main problems of constituting development strategy plan of territorial central city, including instructive thought, primary thread, background analysis, primary principle, countermeasure, function orientation, development object and plan content etc.
