摘　　要：南京国民政府时期 ,地方基层政治势力之间的关系错综复杂 ,各种政治势力随中央政权向基层渗透的深入对地方政治资源的争夺日趋激烈。浙江三青团于 1939年成立后 ,积极参与浙江“新县制”与“地方自治” ,这样就造成了浙江地方上党政团绅对地方政治资源进行激烈争夺 ,引发了地方政治各种政治势力之间的矛盾 ,也反映了中央政权向基层政治渗透的复杂性与多样性。The relationship among the basic political groups was very complicated during the National Party Regime period and they contested the political resource drastically more and more with the central power infiltrating to the regional skeleton politics.The article regards the contests among the National Party,youth League of Three people’s,local government and Esquire as the main content.The article discusses the complicated relationship among all kinds of the political groups in basic politics and reflects the complexity in the course of the central power penetration to the basic politics.
