华北农牧交错带生态恢复与经济发展的相悖与互依关系  

Relationship of Interdependence and Contradictory between Ecological Restoration and Economic Development in theEcotone between Agriculture and Animal Husbandry in North China

摘　　要：针对生态恢复与经济发展的相悖运行,本文以华北农牧交错带生态系统为例,阐述了二者间所存在的本质性互依关系,指出生态与经济发展中所存在的彼此对立的相悖与相成关系同样也统一于互依关系之中。相悖关系是促进系统稳定化的机制;相成关系则是系统失衡、导致进化或退化的途径。在进一步分析华北农牧交错带生态恢复与经济发展的障碍因素之后,提出了实现二者协调互依演进的三条途径,即通过促进经济与生态高效型子系统间的生产耦合,实现系统内生态—经济的一体化发展的内涵式途径;通过发挥具有资源、市场等优势的系统间耦合生产,促进生态—经济互补性发展的外延式途径;强化政府职能,形成土地经济利用的适度开发与生态建设的经济补偿制度所制约下的生态—经济有序发展的社会调控途径。Faced with contradictory ways and means to preserve the ecosystem and to develope economy,author of this article took the ecotone between agriculture and animal husbandry in North China as an exemplary site to illustrate the essential interdependence of the two objectives.Between ecological restoration and economic development,there exists a unity of opposites of conflict and complementation which also forms a relatioship of interdependence.Conflict stabilizes the relation between the two,while complementation,signifying the imbalance of the ecosystem,leads either to improvement or deterioration.After further analysing the obstacles that block the co-efficiency of restoring the ecosystem and developing the economy of the mixed agricultur and animal husbandry areas,we suggest three solutions:1) to effect an internal organic whole of restored ecology and developed economy by promoting the coupling production of economy and the ecological efficient sub-systems;2)to foster extensive complementary ecology and economy development by giving full play to the coupling production of dominant resources and the extensive market,and 3) with the government authority to ensure reasonable exploitation of the land resources to expand an ecological resoration project,so that an orderly readjusted ecological and economic development is attained.
