摘　　要：此文就构建船员管理信息系统和依托信息技术对船员实行有效动态管理的必要性与可行性进行了探讨,并就发挥网络优势联系政府、船东、船员建立快速有效的船员管理信息系统提出了构想。This paper explores the necessity and possibility of building Seafarer management information system and carrying out the effective and dynamic management over seafarers through information technology. It also gives out the proposals to tap the internet advantage to link up the government, shipowners and seafarers to set up the efficient and effective seafarer management information system.
