摘　　要：以《中华人民共和国图书馆法》法律草案第3稿为依据,对法律的性质、立法目标和法律阐述的图书馆事业的发展方针作了介绍与分析。对市场经济与图书馆运营、图书馆经费投入的法律保障、呈缴本制度的改革等几个立法面临的热点、难点问题提出了看法。Based on the draft of Library Law of Peoples Republic of China , this article introduced andanalyzed the nature of the Library Law, the goal of the library legislation, and the Library-ship developmentprinciples in the legal point of view. It proposed opinions on some hot and complicated topics that the librarylegislation have to face: market economy and library operation, the legal guaranty of the library finance input,the reform of the System of Legal Deposit Copy.
