摘　　要：知识经济的到来,产业调整优化进入新时期,产业转型进入攻坚阶段,使得国家日益重视科学技术进步和创新效率的提高,并不断加大投资力度。但科技经费投入只是影响科技全面提升的一个因素,国家创新效率提高则是另一重要因素。对欧美知识经济的研究揭示:提升国家创新效率。The advent of knowledge-based economy, the neo-phase of industrial adjustment and the industrial transfer at the fortified stage bring about the growing emphasis on technological progress and innovative efficiency, together with increasing investment from the government. The paper, however, points out that the introduction of fund into technology is only one factor influencing the overall upgrade of a state's technology, and it is the innovative efficiency that is essential in technology development. The paper states that the study of the knowledge-based economy in the European countries and the U.S.A. shows that to achieve that aim, it will be unwise to ignore the knowledge-based service industry.
