摘　　要：黑龙江省是旅游资源丰富的地区 ,旅游资源具有古朴、原始、多样、神奇、浪漫的特点。针对黑龙江省旅游资源开发的现状和发展态势 ,及旅游资源开发与保护中存在的问题 ,提出在中国加入WTO后 ,应积极采取的一些对策 ,有利于提高经济效益、社会效益和环境效益。The Heilongjiang Province has a rich storehouse of tourism resources. The chara cteristics of tourism resources can be presented in the following aspects : simple and unsophisticated, primitive,with many styles, magical and romant ic. We will explore ways and means of solving the problems which illust rate the present condition and the developed state of tourism resources in the Heilongjiang Province. We will also actively propose some policies after China entering WTO. This will be favorable for us to improve th e economic, social and environmental benefit.
