水源保护林效益评价与补偿机制

摘　　要：对水源保护林所发挥的各种效益进行全面评价,充分认识水源保护林涵养水源、防洪减灾的功能。同时,提出了公益性投入部分政府补偿、非公益性投入由受益区补偿的水源林经济补偿机制。并以北京市密云、怀柔水库为例,具体探讨了水源保护林分类效益评价和效益补偿成本及补偿标准。An overall evaluation is made of various benefits generated by water sources protection forest, and its functions in water source conservancy, flood control and disaster reduction are fully investigated. An economic compensation system is put forward for the development of water source protection forest, and it is suggested that the public investment should be compensated by local government, and the nonpublic investment be compensated by the serviced areas of the forest. With the Miyun Reservoir and Huairou Reservoir taken as examples, the reasonable amount and mode of economic compensation are discussed.
