铁路环境噪声的适用标准

摘　　要：铁路环境噪声评价的适用标准是一有争议的问题。笔者根据GB30 96 - 1993的条文表述、编制依据、编制说明、理论基础 ,分析了该标准对于铁路环境噪声影响评价的不适用性。认为环境影响评价的噪声适用标准应以排放标准为主 ,并提出修订城市区域环境噪声标准和铁路环境噪声标准时 ,应充分注意铁路的类型及其噪声的特点 ,提高标准的科学性和可行性。Noise standards adapted to railway environment is a disputed issue.We analyze the unfitness of GB 3096\|1993 for noise assessment in railway EIA,based on the analysis of clause expression,compiling principle,compiling illustration and theoretical in the standard.We think an adaptable noise standard in EIA should give priority to noise discharge standard.When the noise standard for city regional environment and the noise standard for railway environment being revised,the type of railway and its noise character should be sufficiently noticed,so to improve the scientific character and feasibility of the standard.
