摘　　要：建设社会主义政治文明的核心和精髓是发展社会主义民主政治,实现实质性民主与程序性民主的和谐统一是建设社会主义政治文明的关键所在。“两种民主”的统一是从“价值理性的错位”走向“工具理性的回归”、从革命走向建设、从民本走向民治的必然要求。The key to the construction of socialist political civilization lies in the development of socialist democracy and the realization of a harmonious unity between substantial democracy and procedural democracy. The unity of the two is a prerequisite for the transition from displacement of rational values to instrumental rationalism, from revolution to construction and from the government for the people to the government by the people.
