摘　　要：我国医疗事业是政府实行一定福利政策的社会公益事业。宪法规定鼓励社会办医疗事业,但目的不是营利。全国卫生工作会议提出中国的医疗事业运行适应市场经济发展但不能市场化。当前医院改革的关键不是国有医院所有权向私有转让,而是建立适应市场经济发展的医院管理体制和运行机制。Medical industry in China is a public welfare business run by the government under the national welfare policy. The Constitution provides that the establishment of medical industry by non-government organizations should be encouraged as long as the purpose is not for profit. The 2nd National Health Conlerence put it forward that the operation of Chinese medical industry should be adapted to the development of market economy but not marketized. At present, the key to hospital reform is not the ownership transferring from public to private but the establishment of hospital management system and operational mechanism that fit the. development of market economy.
