摘　　要：本文以我国海事行政法规、规章为主线回顾了历史,阐述了“海事”、“海事处理”等基本概念,海事工作与海事“立法”的关系。提出了对海事管理自身研究的必要性。Based on the maritime codes and regulations in China this paper re- views the history and expounds the basic concept of“maritime”,“maritime settlement”etc.,the relation between maritime work and maritime legisla- tion,and presents the necessity of researches on the maritime administra- tion itself.
