摘　　要：城市化与工业化的进程加速了耕地数量的急剧减少,保护耕地与经济发展已成为一种矛盾,使我们处于两难的境地。通过研究日本和我国台湾省的经历,在土地利用规划的制定与修编过程中,把双赢的思想溶入战略思路以及规划内容中,以集约高效利用土地,发挥地区比较优势,加快产业结构调整,最终实现两难问题的双赢。The process of urbanization and industrialization has prompted a rapid reduction of farmland, creating a contradiction between land protection and economic development. According to the experiences of the Japan and Taiwan Province, the contradic tion is to be re-solved by merging the win - win idea into the land use planning, implementing intensified and efficient use of land, giving play to local advan-tages and accelerating structural regulation of industries.
