摘　　要：网络空间的互动性、方便性、实时性和身份的虚拟性扩大了言论表达的自由度,也提高了人们的政治参与程度。但是却对公共安全、公共道德和个人隐私造成了负面影响,因此必需从立法、网络内容分级、提高公民的认识水平和判断能力等方面加强对互联网内容的管理与规范。The mutual performance, convenience, contemporary immediateness and the virtual status on the Internet have enlarged the degree of freedom of speech. Also the Internet has raised the degree of people's going for politics. But at the same time it has developed some side-effects, so we must enforce the management of the Internet.
