摘　　要：非传统安全问题的日益突出 ,从安全主体、安全目标、安全威胁和安全手段四个方面对传统安全理论提出了挑战。然而 ,每个层面的冲击又都一定程度地带来了新的理论困惑。非传统安全问题的兴起并未从根本上否定传统国家安全理论的解释力 ,尽管非传统安全威胁不尊重国家主权和边界 ,但非传统安全问题的解决却必须以尊重国家主权和边界为前提。因此 ,非传统安全问题必须与传统安全问题协调解决 ,国际安全研究应该强调传统安全与非传统安全并重。The rise of non-traditional security issues poses challenges to traditional security theory in all respects of security subjects ,security goals,threats,and security means.Furthermore,to a certain extent,the impact of non-traditional security issues in each respect creates new theoretical dilemmas.The fact that non-traditional security problems are in the limelight does not fundamentally negate or falsify traditional theory on national security.Although non-traditional security threats tend to be irrelevant to national sovereignty and boundaries,respect for national sovereignty and boundaries must be the just preconditions for their solutions.Hence,the settlement of non-traditional security issues should be maintained in concert with the handling of traditional security concerns.In the future,studies of international security should attach equal importance to both traditional and non-traditional security issues.
