摘　　要：非传统安全既包括传统的现实主义安全范式中过去所忽视的国家安全问题 ,如非国家行为体对国家安全的威胁 ;也包括传统的安全范式所没有关注的“人的安全”问题 ,如环境问题、非法移民问题、资源匮乏问题、公共健康问题、族裔冲突问题、经济与社会不公问题等。根据这一界定 ,本文分析了中国近期应该重视的非传统安全问题以及如何对这些非传统安全问题进行优先次序的排列 ,并给出了这种排序的简要理由。Non-traditional security refers to those national security issues and“human security”issues that traditional realist security paradigms have ignored or have not addressed in the past,such as threats brought about by non-state actors to national security and environmental degradation,illegal migration,resource scarcity,public health,ethnic conflicts,and economic and social inequalities .In light of this definition,the essay points out the major non-traditional security issues that China will face in the near future and also provides a brief account of the reasons for their prioritization.
