摘　　要：针对黄河下游河道治理的治标性问题,即如何治理黄河下游河道的滩区,提出了三点建议,指出黄河下游治理不要停留在概念上,要通过各个方面开展实际工作,在实际工作中逐步取得共识,尽快地开展滩区治理工作;针对黄河下游河道治理的治本性问题,即如何改善进入黄河下游的水沙关系,指出需要研究黄河下游河道的生态用水量,合理配置黄河水资源。The paper puts forward three suggestions in the light of a temporary solution for harnessing the lower channel of the Yellow River, i.e. how to manage the floodplain on the lower reaches of the river. It points out that the management of the lower reaches should not remain only on concepts, it should gradually obtain common understanding in actual work through the practical work developed in various aspects and conduct floodplain management as soon as possible. It also points out that water used for ecology in the lower Yellow River needs to be studied for rational configuration of water resources of the Yellow River in the light of the permanent control of the downstream, i.e. how to improve the relation between runoff and sediment that flowed into the lower reaches.
