摘　　要：本文提出人口控制社会化的概念,阐述了人口控制社会化的构想。认为中国人口控制应该由靠行政手段到法治手段的外在控制逐渐过渡到以生育观念的内在控制为主的轨道上来;利用社会舆论宣传的社会导向作用,为人口生育道德的社会化创造良好的社会环境;充分发挥社会群体的控制效应,促进社会成员自觉遵守国家的人口政策和法律法规。The paper put forth the concept of socialized population control, and holds that the population control of China in the new century has to put more attention on the socialized control such as the ways that relying on the internal control of fertility concept instead of relying on the external control with the administrative and law forces, that making most use of the guiding of various public media to cultivate a favorable social environment to socialize the fertility morals, and that using the mechanism of group control to help people to automatically follow up the family planning law and policy.
