“补贴与反补贴”问题与“公平贸易”分析

摘　　要：过度与不合理补贴以及滥用反补贴措施影响了国际贸易公平性和健康发展,扭曲或损害了贸易各国的利益,WTO《补贴与反补贴协议》(ASCM)的出台与完善,正是为了规范各国的补贴与反补贴措施。在WTO的框架下,目前各国的补贴与反补贴措施出现了新的特点。中国应完善符合WTO规则的补贴制度,启动反补贴措施,并准备应对国外反补贴调查。Excessive and unreasonable subsidy and abusive anti-subsidy measures have affected the healthy development and fairness of international trade, twisting or harming interests of trading parties. The establishment and improvement of Agreement on Subsidies and Countervailing Measures (ASCM)/WTO just serves for the regulation of each country's subsidies and countervailing measures. Under the current framework of WTO, new features are seen from each country's subsidies and countervailing measures. China should perfect its subsidy system, which is in accordance with WTO principles and start countervailing measures and get ready for foreign investigations of countervailing.
