摘　　要：“政策问题根源分析”的重要性毋庸置疑,但是,在政策过程理论中缺乏应有的地位。要奠定“政策问题根源分析”应有的地位,首要任务是明确其目的。国内现有40部政策学著作对“政策问题根源分析目的”除了有散在的重要性论述外鲜有系统的阐述,论述情况在9分制下平均得分0～3.3分,44.4%～100.0%需要完善。需要进一步做好下列完善工作:明确阐述目的、研制可考核指标、补充和明确思路原理、提供针对性的可借鉴的方法、创建可操作的步骤,并且研究政策制定与研究的互动机制。The significance of root analysis of policy issue is not arguable.However, the root analysis has not gained its relevant status. Principal task to establish a status for root analysis of policy issue is to perfect and definitude its purpose. Around it, the researches seem in blank. By current 40 policy works, this purpose has only be talked about but systematically discussed. With a 9 score evaluation standard, these talking could be scored 0 3. 3. It means that there existed 44. 4% ～ 100% of related contents on the purpose of root analysis of policy issue needed to perfect.
