摘　　要：随着上海及长江三角洲地区经济的快速发展,作为能源工业必然有着良好的发展前景。能源建设发展必需跟上国民经济的发展步伐,必须要有长远规划和长远战略。本文从国际、国内经济发展大背景下,结合上海实际情况,对上海市中、长期能源建设发展中有关问题进行了深入的调研分析,并提出了相关对策及合理建议。提出建立以上海为中心的长江三角洲大型能源供应基地,可保障上海经济发展,也可辐射至长三角地区,共谋能源市场开拓,共谋能源安全供应,共谋大气污染控制,促进长三角地区经济一体化发展。With rapidly development of economy in Shanghai and the Yangtze River Delta Region, it is necessary for the energy industry taken as a basement to be developed with better perspectives. The construction and development of energy industry must catch up with the step of national economy development. It must have energy long term plan and strategy. Based on the development of domestic and international economy, while combining with the reality in Shanghai, some issues related with mid and long term energy construction development are deeply investigated and analyzed in this paper. On the other hand, some relevant measures and proposes are put forward. Construction of the Yangtze River Delta energy base centered on Shanghai can not only guarantee the development of economy in shanghai, but also can be beneficial to the Yangtze River Delta region. Therefore, we should unite as one to open up energy markets, supply energy safety and control atmospheric pollution so as to promote the economy integrated development in the Yangtze River Delta region.
