摘　　要：结合我国实际,对小城镇建设与乡镇企业改革发展中存在的主要问题进行系统、深入的分析,并提出了小城镇建设与乡镇企业改革发展的"四化"标准、"三战略"选择及两者政策的结合等发展思路。Small town construction should go hand in hand with the development of town and township enterprise reform. Small town construction is the foundation and carrier of the development of town and township enterprise reform. Town and township economy is also the mainstay of small towns. This paper integrates our country's real condition, makes a systematic and deep analysis of the problem existing in the process of small town construction and the development of town and township reforms. It also suggests some criteria for the small town construction and the development of town and township enterprise reform. For instance, the criteria of 'Four Modernizations', the choice of the ' Three Strategies' and the integration of the two policies.
