负所得税方案与城市居民最低生活保障制度改革

摘　　要：在多年的实践中 ,我国现行的低保制度的缺陷逐渐地显露出来。而负所得税是解决效率与公平的一种较好方案。运用负所得税方案对其进行改革 ,是可能的 ,也是必要的。所以就需在现存的基础上进一步运用负所得税方案来改革现行的低保制度。In China there gradually appear some defects in lowest living security system of city residents in practice. In this case negative income tax is a good solution to the issue of equality and effciency. The reform is possible and necessary. Thus the paper puts forward some ideas of improvement by negative income tax.
