摘　　要：回顾全球气候立法的状况 ,以全球气候变化及其带来的不利影响为切入点 ,突出强调在解决全球气候问题上各国承担共同而有区别的责任是从历史和现状出发的公正考虑 ,但是美国一反常态 ,放弃自己的减排承诺。这样做的目的是从美国的经济考虑 ,即出于经济因素而非公正因素。这种行径是经济全球化过程中的一种新殖民主义行为。Looking back to the situation of legislation on global climate and from the key point of harmful influence brought by the change of the global climate,we should put emphasis on that all countries must undertake different responsibilities which are consideratied accorting to the historical and present situations but the United States,unusually has given up its promise to decrease draining according to American economic purpose.This is one of new colonialism's behaviours in the course of economic globalization.
